The FBI has Dubaku's hospital bed surrounded. Unfortunately for the terrorist, every single agent protecting him has to watch his nurse answer the phone. One of General Juma's soldiers, who happens to work at the hospital or at least is able to afford a nice pair of scrubs, sneaks up to Dubaku's bed and injects him with some sort of heart attack potion, killing him. Bad Soldier #1 tries to get away, but Renee Walker channels her inner Bauer, senses something fishy is going on, and follows him to Juma's headquarters near a boathouse on the Potomac River.
Jack meets up with Tony, and they are off in pursuit of his latest torture victim, Ryan Burnett. He needs to keep the feds off his tail for at least the time being, so he tells Chloe to erase his name from the list. However, Janis is just as competent at encrypting files, she's even sneakier, and more importantly, she's just as sassy. She tape records the conversation between Jack and Chloe, implicating her in the deletion of Burnett's name. Chloe is brought into custody, while Janis accepts her gold medal in the Sass Olympics.
Senator Mayer is outraged that the President is considering issuing a pardon to Jack Bauer. He is also angered that he's a government official named Senator Mayer. It's like being a baseball player named Glove Field. Even more troubling for Senator Mayer is at that moment Jack breaks into the White House, turns on Buchanan so it looks like they aren't in cahoots, and takes a stun gun so he can use it on Burnett. Just it looks like Burnett is about to tell him the location of Juma's attack, the Secret Service takes down Jack.
Locked up, Jack pleads with Buchanan to torture the shit out of Burnett, but Bill refuses, prefering to go the diplomatic route. The President offers Burnett immunity in exchange for information, but because she doesn't do it with some sort of cattle prod, the rogue staffer refuses and asks for counsel. Buchanan calls Tony and asks him what his Plan B was, and Tony tells him that Immunity was Plan B. Bill asks what his plan C was, and Tony tells him he didn't get that far when learning the alphabet.
Juma and company are loading onto a boat to carry out the next attack. Walker manages to jump on board, but loses her gun and damages her phone in the process. As Juma's forces prepare to go scuba diving, Walker sneaks into the cabin and discovers that they plan on attacking the White House. One of the terrorists, who happens to be Dubaku's son, sees her, and the chase is on. Dubaku Junior kills a police officer and catches up to Renee, who puts up a good fight before remembering that her last name is Walker, not Bauer, and is nearly killed before Deus Ex FBI Boss Moss saves her. The two brief the Vice President, who refuses to enter the White House to save the President...because he wants to protect the President. This is the 35th consecutive Vice President on the show that is somehow a bigger douchebag than Dick Cheney.
Meanwhile Juma and company manage to infiltrate the White House by tunnelling through some sort of underground sewer that is apparently right next to the President's mansion. They are also able to shut down the security system easily, and since only a metal grate and a few infrared beams protects the center of U.S. government from attack, they are able to enter the White House undetected. Even more fortunately for them, the Secret Service doesn't have anyone monitoring the feed from the security cameras, and somehow they are able to access tracking devices that show where every agent is and where the President is located. This attack for Juma is like playing a video game on easy.
While the agents are killed, Buchanan releases Jack from custody and tells him to take the President to the first floor bunker, while Buchanan takes Taylor's tracking device and leads the terrorists on a wild goose chase. Juma's men track down Buchanan, but instead of killing him, they just smack him in the head. The President and Jack make it to the bunker, which confuses Juma, but allows him to get the Secret Service to back off from a full scale attack by saying he has the President. This works because apparently only African terrorists are able to watch security cameras in the White House.
With the area cleared, Juma now has time to call his best friend, Jon Voight, who tells him that the only way to get the President out of the bunker is to find the First Daughter. Olivia is with Aaron, but they are attacked by Juma's men. Aaron tells the President's daughter to send out a Morse Code signal to call for help, but she takes too long trying to find a flash light and is brought into the hallway with the other hostages. Juma threatens to cut off Olivia's eye, among other parts of her face, if Taylor doesn't show herself. Despite Jack's protests about the ramifications of the President of the United States being kidnapped, Taylor appeals to Jack's sensitivity about his daughter, and opens the door. Taylor, who is unarmed, orders Juma, who has a big fucking knife and probably ten different guns on his person, to let everyone go. Juma slaps that bitch and tells her that she can't boss him around.
